Manual técnico operativo. El Ministerio del Deporte expedirá un Manual técnico operativo dentro de los doce (12) meses siguientes a la entrada en vigor de este decreto para establecer los lineamientos del Fondo y procedimientos de contratación, de conformidad, con la Ley 80 de 1993 y demás normas reglamentarias.
