Para la identificación y transformación jurídica de Bienes Baldíos Urbanos a Bienes Fiscales, Bienes Fiscales Titulables o bien de uso público, las entidades territoriales deberán llevar a cabo los siguientes pasos:

Identificar el bien baldío urbano que se pretende convertir en bien fiscal, bien fiscal titulable o bien de uso público; 2. Hacer el estudio de títulos correspondiente; 3. Solicitar la carencia de identidad registral a la Oficina de Registro de Instrumentos Públicos correspondiente; 4. La entidad territorial debe hacer la declaratoria de bien baldío mediante acto administrativo de carácter general, el cual será publicado.

Registrar, ante la Oficina de Registro de Instrumentos Públicos, el acto administrativo que declaró el bien baldío, de acuerdo con las normas vigentes.
