Artículo octavo. Autorízase al Gobierno para contratar préstamos externos hasta por la suma de cincuenta millones de dólares (US $ 50.000.000.00), con destino al Fondo de Vivienda Rural creado por esta Ley, esta suma puede tomarla el Gobierno del cupo de endeudamiento externo autorizado por la Ley 18 de 1975 . Tales préstamos puede contratarlos la Caja de Crédito Agrario con la garantía del Estado. En todo caso el servicio de la deuda correrá a cargo del Gobierno Nacional, y los recursos en pesos constituirán un aporte adicional del Estado al Fondo de Vivienda Rural.
