La suma de que trata el artículo anterior será pagada por contados anuales de un millón de pesos ($ 1'000.000) a partir de la próxima vigencia fiscal, el Instituto Nacional de Fomento Municipal, a cuyo cargo estará la construcción de las obras. Se entiende que si esas sumas no fueren presupuestadas y canceladas en los próximos cuatro años, podrán serlo en cualquier vigencia.
