El presente decreto se aplica a las madres comunitarias que se encuentren vinculadas a una de las Organizaciones Administradoras del Programa de Hogares Comunitarios del Instituto Colombiano de Bienestar Familiar (ICBF), a estas Organizaciones y a las Administradoras de Riesgos Profesionales donde se afilien de manera voluntaria.
