La presente Ley rige a partir de la fecha de su publicación y deroga el Decreto 1301 del 22 de junio de 1994, la Ley 263 del 24 de enero de 1996, el artículo 35, numeral 5 de la Ley 62 del 12 de agosto de 1993, el Decreto-ley 352 del 11 de febrero de 1994 y demás disposiciones que le sean contrarias.
