El Ministerio de Comercio, Industria y Turismo podrá declarar como Zonas Francas Turísticas las áreas en las que se instale la operación de nuevos muelles turísticos y marinas deportivas, así como la operación de terminales de cruceros, previo cumplimiento de los requisitos consagrados en el Decreto 2131 de 1991, por el cual se dictan normas sobre la estructura y funcionamiento de las Zonas Francas Industriales de Bienes y de Servicios.
