Todo Jefe de una oficina pública y todo empleado o agente encargado del manejo de fondos públicos o de las administración de propiedades nacionales, podrá pedir al Contralor General que dicte una decisión por escrito respecto al objeto o alcance de cualquier apropiación, o fondo especial de reserva, como también la aplicación de una renta o la legalidad de una erogación, y sobre la disposición de cualquier propiedad del Gobierno. El Contralor deberá dictar tal decisión.
