Art. 2° Créase una Oficina Central de cambio, que será una Sección provisional de la Tesorería general, y seis Agencias en la ciudad, distinguidas con los números 1°, 2°, 3°, 4°, 5°, y 6°, las cuales se instalarán en los lugares que determine el Tesorero general. La Oficina Central tendrá un Jefe, un Cajero, un Auxiliar, un Tenedor de Libros, un Contador auxiliar, un Portero Escribiente y dos Bedeles. Cada Agencia será desempeñada por un empleado.
