Autorizase al Gobierno para emitir tres millones quinientos mil pesos ($ 3.500,000) en bonos colombianos de deuda interna del (8 por 100) de interés anual, en las condiciones señaladas en la Ley 23 de 1918 . Los bonos serán suscritos por el Ministerio de Hacienda y Crédito Público y por el Contador General de la República.
