Consérvase el actual régimen aduanero y cambiario de Puerto Libre para la Intendencia Especial de conformidad con las normas legales vigentes.

Parágrafo

Las mercancías extranjeras que importen los comerciantes de la Intendencia de San Andrés y Providencia a través de la zona franca de Barranquilla, pagarán un impuesto del 5%.
