Art. 4º. El Gobierno organizará en decreto especial la Universidad nacional, estableciendo el número de facultades que exijan las necesidades especiales de la Instrucción y que permitan los recursos del Tesoro, señalando los edificios que deban servir para las enseñanzas que se den en el Establecimientos, el número de empleados que sean necesarios, sus funciones, y en general, dictando los reglamentos conforme á los cuales deba marchar el Instituto.
