En el Presupuesto de la próxima vigencia y en los subsiguientes se apropiarán las sumas necesarias para dar cumplimiento a esta Ley si el Congreso no votare las sumas de que se trata, el Gobierno abrirá los créditos administrativos al Presupuesto mediante la adquisición de recursos extraordinarios para hacer efectivo su cumplimiento, sin que ello implique la facultad de hacer traslados de las apropiaciones presupuestales.
