Art. 13. Autorízase igualmente al Gobierno para que pueda aplicar al servicio del empréstito que se obtuviere, á la conversión del papel-moneda y á la construcción de las obras de que tratan los artículo 2º y 12, cualesquiera otros recursos extraordinarios que puedan ingresar al Tesoro por cualquier motivo.
