Ni el Distrito Especial ni los Municipios podrán exonerar a ninguna persona, natural o jurídica, del pago de este impuesto. Las exenciones de impuestos que el Distrito Especial y los Municipios hayan establecido o reconocido, o que en lo sucesivo establezcan y reconozcan, bajo cualquier forma o denominación, no comprenderán ni afectarán el impuesto a que se refiere esta Ley.
