Art 8º En caso de que el Gobierno obtenga de la Compañía del Ferrocarril de Panamá, rebaja, ó exención de fletes para la sal marina colombiana, de manera que pueda extenderse el consumo de la de las Salinas del Atlántico al Departamento del Cauca, elevará el arrendamiento de estas salinas en la cantidad que considere equitativa. Del mismo modo elevará el Gobierno el arrenda-miento de las Salinas de la Guajira, si obtiene del de Venezuela libertad del derecho de tránsito para estos sales.
