A partir del 1° de enero de 2012, los puertos marítimos y fluviales que realicen cargue de carbón, deberán hacerlo a través de un sistema de cargue directo.

Aquellos concesionarios que con anterioridad a la vigencia de la presente ley hubieren presentado y les fueran aprobados los cronogramas a los cuales hace referencia el Decreto 4286 de 2009, se regirán por los mismos. En todo caso, dichos cronogramas no podrán exceder del 1° de enero de 2014.
