El presente Decreto rige desde el 1º de noviembre de 1992 y sustituye en su totalidad para los Municipios de Maicao, Uribia y Manaure el régimen especial previsto en el Decreto 2817 de 1991, con excepción de lo dispuesto en los artículos 5º y 6º del citado Decreto, los cuales se continuarán aplicando a los mencionados Municipios.
