ARTICULO 14. Prohibición de hacer equivalencias. Cuando el desempeño de las funciones de un cargo implique ejercicio de una profesión debidamente reglamentada, la posesión de grados, títulos, licencias, matrículas o autorizaciones previstas en las leyes o en sus reglamentos, no podrá ser compensada por experiencia u otras calidades, salvo cuando las mismas leyes o sus reglamentos así lo establezcan.
