Con el fin de asegurar la vigencia inmediata de la presente Ley las zonas en que actualmente se divide el territorio del Distrito Capital tendrán el carácter de localidades. En cualquier momento, a iniciativa del Alcalde Mayor, el Concejo Distrital podrá crear, suprimir o fusionar localidades.
