La clasificación de que trata el parágrafo del artículo 25 del Decreto 2029 de 1927, será efectuada en la capital de la República por una junta compuesta del Inspector primero de Policía, quien la presidirá; del Inspector de Instrucción Pública Municipal, del Tesorero del Municipio y de dos vecinos honorables designados por la Alcaldía. Actuará como Secretario de esta Junta el empleado que designe el Alcalde.
