Art. 4.° De los mencionados créditos líquidos solo podrán ser excedidos por el poder ejecutivo, en Caso de insuficiencia debidamente comprobada, aquellos que en la lei de presupuestos se han abierto por aproximación, según que sea necesario para completar el pago del servicio que motiva el gasto.
