Art. 142. Los Gobernadores al tiempo de hacer las visitas mensuales en las administraciones, exijirán que los respectivos empleados les presenten las ordenes que durante el mes hayan recibido de la Dirección; examinarán si las han cumplido, i dictarán a virtud de los datos que resulten, las providencias legales para que se exija la responsabilidad si en ella hubieren incurrido, dando cuenta a la Dirección i al Poder Ejecutivo. Los Gobernadores informarán igualmente al Poder Ejecutivo i a la Dirección sobre la aptitud i conducta oficial de los empleados de la renta del tabaco; i cuando ocurra vacante, cuya provisión corresponda al Poder Ejecutivo, indicarán las personas que en su concepto puedan desempeñar el empleo.
