Art. 1.° El área no adjudicable de terrenos que se reserva la Nación como de propiedad de las minas de esmeraldas de Muzo y Coscuez, á que se refiere el Decreto Ejecutivo de 14 de Diciembre de 1871, se limitará únicamente á la extensión necesaria para la cómoda explotación y laboreo de cada grupo, incluyendo los bosques y uso de aguas indispensables.
