La adjudicación de los contratos de que tratan los artículos primero, segundo y tercero de la presente Ley, se hará por un consejo, integrado por el Ministro de Hacienda, el Ministro de Defensa, el Ministro de Educación, el Secretario General de la Presidencia de la República y el Gerente General del Banco de la República, previo estudio de las condiciones de idoneidad y de la capacidad económica y técnica de los proponentes.
