º El Consejo Superior de Comercio Exterior emitirá concepto previo al nombramiento de los negociadores del Ministerio de Comercio Exterior. En desarrollo de esta función el Consejo deberá propender por la mayor idoneidad y estabilidad de los negociadores, en aras de garantizar al país un equipo técnico y calificado que optimice los resultados de las negociaciones que el país desarrolle.
