Art. 27. Serán de cargo de los Departamentos y de los Municipios, en la forma que determinen las Asambleas, los gastos que ocasione la instrucción primaria. Los Departamentos y Municipios que dispongan de recursos suficientes podrán sostener establecimientos de enseñanza secundaria, industrial, profesional y artística.
