Exímase de responsabilidad a los empleados de manejo que hubieren colocado fondos del Erario en el Banco López de esta ciudad o en cualquiera de las sucursales que funcionaron dentro del país, siempre que las cuentas respectivas aparezcan en los libros del Banco bajo el título oficial del cargo que aquellos desempeñaban.
