º. Tal matrícula y las certificaciones que sobre el particular expidan las respectivas oficinas, son los medios legales con que el Estado acredita la conservación de la propiedad particular sobre las minas matriculadas. La presentación en juicio administrativo del certificado de matrícula, constituye un impedimento absoluto para la prosecución de cualquier instancia intentada contra el propietario en su calidad de poseedor o dueño de la mina al que el certificado se refiere. La presentación en juicio civil tendrá el valor de convicción que le corresponde según la ley, atendida la modificación de seguridad y garantía que el nuevo sistema aporta al comercio e industria mineros. 2°-Procedimiento.
