Instalado el Tribunal de Honor el Presidente le hace saber al acusado el derecho de que tiene para designar su vocero, quien puede ser el mismo que venía actuando dentro de la investigación. En caso de que el acusado no designare el vocero, el Presidente le nombrará uno de oficio. Posesionado el vocero se procede a dar lectura al informativo
