Artículo quinto. Los empleados públicos que se hallen prestando sus servicios al Ministerio de Educación Nacional o al Instituto Colombiano de Pedagogía y que fueren incorporados a la planta de personal fijada por este Decreto, no se entenderán desvinculados del servicio para ningún efecto legal.
