No se admitirá por las autoridades corporaciones ó funcionarios públicos papel habilitado que no esté provisto de la respectiva estampilla de habilitación.

Parágrafo

En el caso de que tampoco haya estampillas en la oficina de expendio del expendedor lo hará constar así en la nota de que trata el artículo 10, y en caso solo se podría hacer uso del papel habilitado el día de la habilitación.
