Creación y naturaleza jurídica de la Agencia Nacional de Tierras –ANT- . Créase la Agencia Nacional de Tierras, ANT, como una agencia estatal de naturaleza especial, del sector descentralizado de la Rama Ejecutiva del Orden Nacional, con personería jurídica, patrimonio propio y autonomía administrativa, técnica y financiera, adscrita al Ministerio de Agricultura y Desarrollo Rural, como máxima autoridad de las tierras de la Nación en los temas de su competencia.
