Art. 3.° El empresario a quien se conceda la subvención de que tratan los artículos anteriores, tendrá el deber de trasportar, gratis, la correspondencia i encomiendas que jiren por las estafetas nacionales establecidas en la línea que recorra el vapor, i de conducir a bordo al comisionado del Gobierno i a uno o dos empleados o guardas destinados a celar el contrabando.
