Artículo tercero. Autorizase a la Comisión de la Mesa de la actual Asamblea Nacional Constituyente y Legislativa para reintegrar o cambiar el personal del Consejo Administrativo del Distrito Especial de Bogotá, y el de los Consejos Administrativos Departamentales. Los Consejos Administrativos Departamentales tendrán la misma autorización con relación al personal de los Consejos Administrativos Municipales.

Parágrafo

Son de libre nombramiento y remoción del Presidente de la República sus representantes en los Consejos Administrativos.
