Los Consejeros tendrán dos suplentes cada uno, designados por las Cámaras en la misma forma que los principales.

Estos suplentes reemplazarán a los principales en las faltas temporales que ocurran dentro del periodo legal, y también en las absolutas mientras se llena la vacante con arreglo a la ley.

A falta de suplentes que ocupen el cargo, el Presidente de la República nombrará un interino mientras la Cámara a la cual corresponde, hace la designación a que hubiere lugar.
