El Ministerio de Educación Nacional se abstendrá de autorizar el pago de los auxilios para enseñanza primaria, decretados a favor de los Departamentos, cuando éstos no cumplan con las obligaciones que les impone la Ley 6° de 1945, en materia de prestaciones sociales para los maestros de escuela.
