Art. 1.° Desde el 1.° de Enero de 1882, en los puntos del territorio colombiano que designe el Jefo del Departamento nacional de Agricultura, se harán observaciones con el objeto de determinar la cantidad de agua de lluvia que cae en esas localidades y demás condiciones meteorológicas que, á juicio de dicho empleado, sea conveniente averiguar.
