Modifíquese el numeral 2 del artículo 21 del Decreto 2147 de 2016, el cual quedará así: "2. La prestación de servicios financieros, las actividades en el marco de contratos estatales de concesión, salvo que se trate del desarrollo de infraestructuras relacionadas con puertos, aeropuertos y ferrocarriles; los servicios públicos domiciliarios, con excepción de la generación de energía o de nuevas empresas prestadoras del servicio de telefonía pública de larga distancia internacional."
