Si el encargado de la Presidencia es un Ministro o un Gobernador, convocará inmediatamente al Congreso para que se reúna dentro de los diez (10) días siguientes con el fin de elegir el Designado. En caso de que el Ministro o Gobernador encargado no hiciere la convocación, el Congreso se reunirá por derecho propio dentro de los treinta (30) días siguientes a la fecha en que se produjo la vacancia presidencial.
