Artículo quinto. El Secretario-Pagador será funcionario con fianza y de tiempo completo. Tendrá a su cargo el manejo administrativo del organismo elaborará los presupuestos mensuales que presentará al Director para su firma, antes de ser enviados al Ministerio de Higiene para su aprobación. Manejará los fondos destinados al sostenimiento de los servicios aquí creados y enviará mensualmente copia de las erogaciones efectuadas durante el mes al Departamento Administrativo del Ministerio de Higiene. Todo pago que efectúe el Secretario-Pagador requiere la autorización previa del Director del Centro.
