Como consecuencia de la Ley 24 de 1973, quienes estuvieron descontando pena a la fecha de vigencia del presente Decreto, recobraran su libertad personal una vez suscrita la diligencia compromisoria prevista en el artículo 4° de este Decreto. Ninguna de estas personas podrá ser detenida nuevamente por los mismos hechos descritos en la citada Ley, aunque se les de denominación jurídica diversa.
