La Sección Técnica de Navegación del Ministerio de Obras Públicas será utilizada por el Gobierno, tan pronto como este lo estime conveniente, para estudiar la navegación del rio Cesar en el trayecto comprendido entre El Banco, Chiriguana y El Paso, con el fin de ejecutar las obras que permitan establecer un servicio permanente la navegación entre esos lugares.
