En desarrollo de la facultad conferida por el Artículo 1º de la Ley 102 de 1919 , el Gobierno adelantara las gestiones del caso para entenderse con la compañía constructora del camino de García Rovira a Casanare, de acuerdo con lo prescrito en dicho artículo.

Si de las gestiones que en tal sentido se adelanten, y del estudio que practique el Gobierno, resultare que la compañía constructora del camino de Concepción a Casanare no tuviere representante legal, o que la concesión que le fue otorgada hubiere caducado por el transcurso del tiempo y que no hay lugar a indemnización, auxilio o compra de la empresa, el Gobierno procederá a contribuir dicho camino, escogiendo la ruta que considere más conveniente.
