Art. 40. Las multas impuestas á individuos que no gocen de sueldo del Tesoro, serán convertibles en arresto, cuando no pudieren hacerse efectivas, á razón de un día de arresto por cada peso de multa, y las impuestas á funcionarios remunerados se descontarán de los sueldos de que disfruten.
