Vótase la suma de cinco millones de pesos ($ 5.000.000) moneda corriente, los cuales se incluirán en partidas anuales de quinientos mil pesos ($ 500. 000) en el Presupuesto Nacional; en caso de que así no ocurriere, el Gobierno queda facultado para hacer los traslados necesarios y abrir los créditos indispensables.
