° Desde el 1° de enero del presente año, la Nación toma a su cargo, en la forma que determina este Decreto, el pago de las obligaciones contraídas por el Municipio de Popayán con el Banco Central Hipotecario, de que dan cuenta los contratos de l° de marzo y 25 de noviembre de 1935 y 23 de junio de 1939.
