Artículo tercero . Igualmente facúltase al Ministro de Higiene para celebrar, con el Instituto de Asuntos Interamericanos, un Convenio adicional con el objeto de establecer que la deuda ,proveniente de aportes nacionales para la ejecución de los anteriores convenios sobre Campañas Sanitarias, celebrados con esa Entidad, sea cancelada mediante la aplicación de los fondos en poder del Servicio Cooperativo Interamericano de Salud Pública, no destinados hasta el momento para dichas Campañas.
