Las entidades territoriales, en el marco de su autonomía, podrán destinar hasta 5% de sus ingresos corrientes de libre destinación para la creación de fondos para la mujer rural, campesina y de la pesca, que promuevan y financien proyectos e iniciativas que tengan como finalidad dar cumplimiento a la presente ley.
