De conformidad con el Decreto 2017 de 1968 y la Ley 9a do 1981, sólo el Ministerio de Relaciones Exteriores y el Pondo Rotatorio del mismo Ministerio pueden hacer erogaciones de gastos generales para el Servicio Diplomático y Consular de la Nación, salvo disposición legal que habilite a otros organismos para efectuar tales gastos.
